Bluewater Lake State Park New Mexico, New Mexico. Bluewater Lake State Park was established in 1955. Bluewater and Cottonwood Creeks feed the lake. This serene lake, located 25 miles west of Grants, is set in a pinon-juniper landscape with views towards the 3,000 acres of wilderness on the north flank of the Zuni Mountains. A forest of cottonwoods, pinon, and juniper surrounds the lake. From Pinon Hills Campground, take the trail to the overlook above the historic 1920s Bluewater Creek Dam, which is an arched concrete dam that was privately built.
